Overview
Mokapu Elementary is located on Kaneohe Marine Corps Base Hawaii (KMCBH), on the Windward side of the island of Oahu, Hawaii. The students of our Marine and Navy families typically live on base for their two to three year tour of duty in the islands. Mokapu School's parents, either fathers and/or mothers who are in the Marine Corps or Navy, may be deployed away from Hawaii and their families for six months or more. The school's large support staff includes three counselors, and a transition center to assist students. As the home school, Mokapu Elementary serves military families and the base offers an Exceptional Families Military Program (EFMP), with attached specialized medical facilities (i.e. Tripler Hospital) for students with special medical needs.
Mokapu is the largest elementary school on the Windward side, having an official enrollment of 802 in classes from Kindergarten to Grade 6. There are (7) kindergarten, (5) first and second grade classes, (4) third and fourth grade classes, and (3) fifth and sixth grade classrooms.

General Information
Mokapu Elementary is the largest school on the Windward side of O'ahu with an enrollment of just under 800 students in Pre-Kindergarten through Grade 6. Our school is located on the Kaneohe Marine Corps Air Station Base which is under continual deployment, serving both Marines and Navy personnel and their families.
Bell Schedule
Students will not be allowed on campus before 7:40am. Students will be required to meet in an assigned are and line up with their classroom, unless they are eating breakfast in the cafeteria. Students will be excused to walk in an orderly manner to their classroom at the first bell, 7:50am. If early care is needed, the student must be registered and attending Kama'aina Kids Early Morning Care Program. The Early Morning Care Program runs from 6:00am-7:45am. Students should not be on campus after 2:15pm Monday-Friday except Wednesday which is after 12:35pm. There is no supervision available. If after school care is needed, you may register your child for the A+ After School Care Program. A+ starts as soon as school ends until 6:00pm. Call 808-254-7931 for enrollment information. Application forms are available to be picked up in the front office.

The state school breakfast and lunch program is under audit by the federal government. They provide the school with a subsidized lunch price allowing us to only pay $1.25 per lunch instead of the $4.00 it actually costs. Due to this we have a NO CASH IN LINE policy. All purchases are deducted from student's account. Please make deposits accordingly. They can be made in our office between 7:30am - 4:30pm.
Use the white payment envelope. We recognize that mistakes can occur and your child may be sent to school without money for lunch. If you do receive a loan notice, you are expected to repay the loan the very next school day, by making a prompt deposit in your child’s account. Every Wednesday, white low lunch balance slips are sent home to students who have less than six lunches remaining on their account. All checks can be made payable to the DOE (Department of Education). Keep your child’s meal account in good standing by making a deposit in the office: 7:30am-4:30pm Monday-Friday.
Cafeteria Rules
- Students are asked to line up quietly and walk to the cafeteria without disturbing other groups. Students are to stand in line and talk quietly.
- Students are to eat using proper table manners with no loud talking, shouting, pushing, or playing.
- All food will be eaten in the cafeteria. No sharing food or snacks.
- Mokapu requests parents not to send candy and sodas with students to school.
- Parents will be requested to shadow students that are consistently displaying inappropriate behavior in the cafeteria.

PEANUT FREE SCHOOL
Due to severe allergies of students, NO peanut products are allowed at school.
TELEPHONES
NO telephone transfers will be made to any classroom. A message will be taken from front office staff and put into teachers' boxes. Note: Teachers only check boxes before lunch & after school. Office telephones are for school business and emergency use only. Personal matters and all after school arrangements should be made with your child before they come to school. Parents are asked to come to the school to look for their child if they do not report home immediately after school. The office staff is unable to leave the front office unattended.
VISITORS & VOLUNTEERS
All who wish to be on campus MUST go to the front office and sign in to receive a visitor’s or volunteer pass authorizing them to be on campus. This rule is required for the safety of all children. Unauthorized visitors on school campus are not allowed. Parking is available in the parking lot adjacent to 3rd Marines Headquarters and the two visitor stalls in front of the school.
SMOKING
Mokapu Elementary is a tobacco free school. Smoking or use of tobacco products is strictly prohibited on school campus. This includes smoking in your car, while driving or parked on campus. Administrative Rule, Chapter 31 Effective May 8, 1993.
DOGS
NO UNAUTHORIZED DOGS ARE ALLOWED on Mokapu Elementary School campus at anytime, by order of Base Command. Please call to report any dogs on campus grounds. HI FI Do dogs are Mokapu service animals.
TRESPASSING
There is no trespassing during non-school hours in building areas or anywhere on campus. Students should not be on campus before 7:40am, except when eating breakfast which begins at 7:15am.
ALCOHOL
No alcoholic beverages of any kind are allowed on school grounds.
EMERGENCY SCHOOL CLOSING/ EVACUATION
In the event of an emergency and the school needs to be closed, please review the following procedures.
Listen to the radio or TV for information on school closure. Do not call the school. Either parent or an authorized person on school file needs to pickup student(s) as soon as possible. Check the cafeteria or classroom to pick-up the student. BRING A PICTURE ID AND SIGN FOR RELEASE OF THE STUDENT. Your child will not be released without proper identification and authorization. Your child will be kept at school in the classroom, cafeteria or office until pick up for safety. If the emergency requires an EVACUATION of the school, students will be relocated to the Semper Fitness Center on base. A sign will be posted at the school.
DRESS CODE
Dress appropriately with no exposed body, which includes midriff. Shorts or skirts should extend to the tip of the finger. No crop tops, see through clothing, halter tops, low cuts, and large baggy tank tops or pants. All sleeveless shirts should have straps at least two inches wide. No exposed underwear is allowed. For safety wear covered shoes or sandals to protect the feet. No hats or clothing that promote tobacco, drugs, alcohol, or violence. No hats or sunglasses while indoors. Any student dressed inappropriately will be asked to call their parent for a change of clothes. If the parent cannot be contacted, the child will be provided with a change of clothes from the Healthroom.

Morning Drop-Off: You may drop-off your child in front and on the side of the school (yellow curb). The hours for morning drop-off are from 7:40-7:50am. Parents are to stay to the right (nearest curb) at all times. Faculty/Staff will enter the school on the left. Overtaking or passing to the left is prohibited. All vehicles must keep moving all the way forward before unloading passengers/students. Students must exit from the passenger side of the vehicle.
Parking is PROHIBITED in the drop off area (marked by yellow/red curbs). Double parking is prohibited at all times in all parking and drop-off/pick-up areas. We are providing two visitor stalls in the front parking lot and three visitor stalls in the side parking lot for school business with a 15-minute time limit. If you have business that will last longer than 15 minutes, please use the Platt Field parking lot (adjacent to 3rd Marines). Please do not block entrance onto the field.
Afternoon Pick-Up: You may pick –up your child in front and on the side of the school. Please stay right at all times, as you drive by and pick up your child. Make sure your child knows where to meet you. Parents/drivers should not park in front of the school early. Pick-up time begins at 2:10pm everyday except Wednesday when it begins at 12:30pm. The front of the school will not be open to receive vehicles until that time. Buses must enter the school first and be in place to receive students and have priority. If asked to move your vehicle please do so promptly. Vehicles left unattended and parked in driveways/prohibited areas, including the front of our school will receive a 3rd party citation. Those parents/drivers that arrive early to pick-up students at the end of the day may park in Platt Field until you have seen all school buses, four total, enter our campus. School buses will be moved all the way forward by the cafeteria in the area marked by the tall pole like cones. Parking in this area is PROHIBITED at all times.
Bus Information
Students who are eligible for transportation:
1. Ride from student’s home to school and return
2. Reside a 1.5 mile or more via the shortest walking distance from school
3. Are provided transportation on normal school days
4. Ride on a regular basis each school day one or two ways
Those students that are not eligible can fill out a Request for Student Ride on School Bus on a Space Available Basis form CS-101. Bus applications can be obtained from the front office. Form ST-70 in the application packet must be completed and submitted to the office for certification, processing and payment. Payment for bus passes will be received by the school and bus passes issued upon payment. Student fare is $0.35 each way to and/or from school. Payments are calculated on a 180 instructional day school year. Three payment options are available. A request for full subsidy is available if your child qualifies. A NO PASS, NO RIDE POLICY WILL BE IN EFFECT.
DO NOT LOSE THE BUS PASS! There is a No Bus Pass – No Ride Policy, which will be enforced by the bus company. Parents must come to the school office to apply for a replacement pass, submit the form (ST-73) along with $5.00 cash. Upon receipt, a temporary bus pass will be issued, good for 15 calendar days. Students who ride the bus should conduct themselves in an orderly manner and should obey the bus driver for safety of all riders. These are the bus rules:
a. Keep hands and heads inside the bus and out of the aisles and to oneself.
b. Enter and exit the bus in an orderly manner
c. Remain seated at all times
d. Eating and drinking is not allowed
e. Speak normally, no yelling.
The bus driver may write a bus referral to the school if problems cannot be solved by the student and driver. Suspension from riding the bus may occur if behavior does not improve.

DURING SCHOOL HOURS
Students are asked to:
1. Do not bring the following items. They are considered contraband: Yu-gi-oh/Pokemon cards, CD players, IPODS, MP3 Players, radios, DS/gameboys, tape recorders, other small electronics, laser pointers, fire crackers, aerosol sprays, marbles, personal toys, sports equipment, skateboards, heelies, scooters/razors, and rollerblades, techdecks.
Consequences for violation of this policy may include confiscation of contraband items, parent notification, detention, and possible police notification.
2. Do not bring cell phones to school, but if they are allowed by parents, they must remain off and in the student’s backpack during the school day. Teachers may confiscate cell phones if students violate the policy. All students who need to use their cell phone after school, must be in the front office at the front counter `during call-outs and incoming calls and/or text messages.
3. Bring no more money than absolutely necessary for daily use.
4. Do not ride bicycles on campus. Students are to walk bicycles when they are on campus to the bike rack. Bike security is the owner’s responsibility, bring a bike lock to secure.
5. Keep school and classrooms clean and tidy. Pick up after yourself.
6. Play in assigned areas only.
7. Do not run on sidewalks, covered hallways, and while indoors.
8. Respect the rights and property of others.
9. Obey JPO’s, teachers, and other staff members.
10. Follow all playground rules.

Student Information
ALLERGIES
When a parent reports to the school that their child has allergic reactions to food, bee stings, and other substances, it will be recorded on the health room emergency card and an Emergency Action Plan for Severe Allergy will be developed as needed. It is the parent’s responsibility to notify the school and to include this medically related information at the time the child is registered.
MEDICATION REQUESTS
Except for supplies used in standard first aid treatment, medication will not be administered to any child, under any circumstance, by any school staff. Medication may be dispensed provided the parent/guardian signs a request to dispense medication agreement. Dispense means to make the prescribed dosage available for the child to self-administer. Only prescription medication shall be dispensed;no over the counter medicines, creams, cough drops, pain relievers shall be dispensed.
LOST AND FOUND
Articles in and around school that are found should be turned into the front office. Money and other valuable items can be claimed in the office. Items such as lunch boxes, jackets and sweaters can be claimed from the lost and found box at the front of the school. On the first of each month all items that go unclaimed will be
donated to the Base Thrift Store. Please check the box regularly if you are missing anything, in order to save it from being donates.

Important Emergency Information
Please keep our Health Aide informed of your current address, telephone number, individuals to be contacted and their telephone numbers, in case of emergencies. Please notify the school if your child needs immediate access to special medication while in school.
ADMINISTERING OF MEDICATION BY SCHOOL PERSONNEL
School personnel shall not be responsible for reminding children to take their medication. Medication may be administered in school only after proper forms have been completed by the parent, physician, and health aide (Form SHS 36). No medication is given to students without properly completed forms. No medication is given by teachers
HEALTH ROOM
If your child is injured or becomes ill at school, the Health Aide will provide emergency first aid. If necessary, the Health Aide will notify you by phone. When called, please make every effort to pick your child up promptly. Children with a temperature of 100 or higher will be sent home. Please do not send ill children to school.
Library Services
The library is open from 7:50am-3:00pm, unless closed for a meeting. Students are required to have a pass to go to the library except at recess and after school. Library books and materials may be checked out for two weeks.
Counseling Services
Mokapu has three full-time counselors who provide a variety of services to the students, their families and the school staff at school. Parents and guardians are encouraged to contact the counselor by calling the school to discuss concerns about their child.
STUDENT SERVICES COORDINATOR (SSC)
This position was created to assist in the coordinating of the appropriate educational programs and services to meet the needs of all students. The SSC will coordinate referral activities and work in partnership with parents/families to identify strategies and mobilize resources to ensure positive outcomes for students. The
SSC is the entry point for all services.
BEHAVIORAL HEALTH SPECIALIST (BHS)
The Behavioral Health Specialist works with identified students and their teachers to assist in developing an appropriate behavioral program. Services include one on one, as well as small group sessions. Support is also provided for parents through workshops and group sessions.
PRIMARY SCHOOL ADJUSTMENT PROJECT (PSAP)
The Primary School Adjustment Project is a project designed to supplement the educational experiences and personal development of young school children primarily in grades kindergarten to third grade, who have minor difficulties adjusting to social, emotional and behavioral aspects of school. There’s a special PSAP room where children can meet with a Child Aide who will help them be successful in school by playing out their feelings and practicing new skills. PSAP seeks to build bridges between children and their parents, teachers, and peers. Teachers will be referring students they feel may benefit. If you get a note inviting your child to participate in PSAP, please give PSAP a chance to make your child’s learning experience at Mokapu a wonderful adventure!

Attendance & Absences
Mokapu Elementary School is located on Marine Corps Base Hawaii and is the home school for all elementary school aged children living aboard the base. It is a state school and is not run by the military. All students of this school must comply with all Hawaii Public School Laws. Children between the ages of 6 and 18 must attend public, private, or home school. Any child that is born on or before December 31, 2004 is eligible to enroll in kindergarten.
Absences
Regular attendance is important, and students should not be absent unless it is absolutely necessary. We highly encourage families to take trips during school vacations, not during the school session because educational experiences and instruction will be missed. Students not going on field trips are required to attend school. Work will be provided by the teacher when an absence does occur. If in fact your child is going to be absent the following should be done:
1. Phone Mokapu Elementary School before 9:00 a.m if your child is going to be absent. Students must bring in a note when returning. Upon receiving the note, in most cases, the absence will be recorded as an “excused” absence. Call 254-7968 and leave a message on the absentee line.
2. Please send a note with your child if he/she needs to leave school for an appointment.
3. Parents must notify the school in writing at least 2 weeks in advance of any extended absences due to family vacations.
4. Parents may request for homework for a child with an excused absence from school.
All written notes must include:

b. Child’s first and last legal name
c. Grade and room number
d. Reason for absence/tardy
e. Phone number(s) where parent can be contacted
f. Parent signature
g. Doctor/Dentist note attached as needed
Tardiness
The first bell (warning) rings at 7:50am. The tardy bell rings at 7:55am. All students should be in class by 7:55 or they will be considered tardy, and will be required to report to the front office for a tardy slip before reporting to class. Numerous absences and tardiness will be called to your attention and may be reported to family court. If your child comes to school after 11:00am they will be considered absent for the day. On Wednesday it is any time after 10:00am.
Early Release
When taking your child out of school during the school day for urgent business which cannot be done outside of school hours, please send a note to the office with your child in the morning. An off campus permit can be made, and office staff will have advance notice to have your child waiting up front. When you arrive at the school, report to the office to sign the Early Release Log before taking your child from school. A pass will be issued to identify any student who is excused to leave school early. Your child will be waiting in the office to be picked up. Picture ID is always required of all parents/guardians.
What Happens When Absent or Tardy?
1st - 4th: Attendance clerk will call parent/guardian after 8:30 a.m. if the absence has not
been reported. If doctor’s notes are available they will be recorded and kept on file.
5th: Mokapu Attendance Letter #1 will be sent home. Identified students are monitored
by the counselor, teacher, and other support staff. Absences and tardiness can negatively
impact learning.
10th: Mokapu Attendance Letter #2 will be sent home. It will request a conference with
parent/guardian, counselor, and administration. At this time a DOE social worker will be
notified and a plan or program will be created and implemented to support the student
and family. Monitoring will continue.
15th: Mokapu Attendance Letter #3 will be sent home. A conference will be required
with school administration. At this meeting appropriate school action will be determined.
A DOE school social worker will conduct a home visit and appropriate military personnel
may be notified.

AWARD ASSEMBLIES
Each month every teacher/classroom can selects a Citizen(s) of the Month based upon who best demonstrated the school wide Behavior Expectations; a Student of the Month based upon who best demonstrated the General Learner Outcome (GLO trait); and a student that best demonstrated a “Can Do attitude.
PHYSICAL FITNESS TEAM
All students in grades 3-6 are invited to join our schools fitness team.
They will be training in the following events:

Selected students will be invited to represent our school at the annual Windward District Fitness Meet. Also, those participating on the fitness team will be able to earn Presidential and National Fitness Awards through physical fitness testing.
RUNNING CLUB
The running club is open to all students in grades 1-6. Tuesday morning during first recess students are challenged to run as many laps as possible. The laps are tallied each week and prizes are awarded.
JUNIOR PATROL OFFICERS
Junior Patrol Officers, JPO, is a school community service learning program. Any 5th or 6th grade student may volunteer or be recommended by their teacher. JPOs must have good grades and behavior. The JPO program allows 5th and 6th grades at Mokapu Elementary to volunteer their service to help ensure the safety of all students. Some of their duties include helping at morning drop off and after school pick up, raising and lowering the flags, and monitoring halls at recess. JPOs are trained in cooperation with the Honolulu Police Department. JPOs learn a sense of civic pride and responsibility and are the role models for Mokapu Elementary.
STUDENT COUNCIL ACTIVITIES
Student Council is a group of 4th, 5th, and 6th graders at Mokapu who are learning to be leaders through service to the school and community. The council is made up of both elected members, such as officers, homeroom representatives and alternates, as well as non-elected members. They assist in school activities such as citizenship assemblies and community activities such as the American Heart Association’s Jump
Rope for Heart and the Armed Forces YMCA’s Canned Food Drive. Their voluntary efforts make our school a better place.
MATH AND GEOGRAPHY SUPERSTARS
All students in grades 1-6 can earn points and quality for monthly prizes by participating in the Math and Geography SuperStars program. The best part of the program is the enhanced knowledge and skills gained in Math and Geography.

PARENT COMMUNITY NETWORKING CENTER
Parent Community Networking Centers are designed to develop a sense of community between the home, the classroom, the school and neighborhood that help enable children to learn the standards. PCNC’s create and strengthen caring networks for parents, the school staff, students and the classroom units.
At Mokapu we encourage parent participation/involvement. We have many volunteers who help in the classrooms and with school activities. Be sure to fill out your volunteer survey that’s sent out in the beginning of the year. Please call 254-7964 and ask for the PCNC if you have any questions, or would like to help. Our PCNC room is located in P6. Volunteers are welcome all year long.
CLASSROOM PARENTS
Mokapu has implemented a Classroom Parent program to achieve the goal of connecting parents with their children’s teachers, creating a learning community of students and their families, and helping parents to help their own child in attaining the standards. The Classroom parent is a volunteer who helps the teacher do the following:
• Connects with parents to support student achievement.
• Seeks help from other parents and volunteers in doing the “non-teaching” tasks, allowing the teacher more time to focus on the children.
• Assist the teacher with classroom activities.
• Assist and support program improvement activities.
Classroom Parents are selected by the teacher at the beginning of the school year and are introduced at open house.
TRANSITION CENTER
The Transition Center is a welcoming place where families new to the island can come and get information about Hawaii Public Schools, Mokapu Elementary, and other base or community resources. Computers are set up for easy access to our school website, as well as other Department of Education links. The Transition Center Coordinator is available to assist with any questions or concerns that new and departing families may have. The Transition Center is located in P6. REGISTRATION REQUIREMENTS
In order to register your child for school you need to have the following:
• A current TB skin test completed within 1 year of registration date
• A current school physical within 1 year of registration date, and dental record.
• Birth Certificate
• Proof of residency (address):
IE: cable bill, home phone bill (not cell bill) A copy of your lease agreement or housing agreement
All children age 5 by December 31, 2009 are eligible to enroll at Mokapu Elementary.
SCHOOL WITHDRAWAL
If you are moving or changing schools, please stop by the front office and fill out a withdrawal form two weeks prior to the students last day attending Mokapu. All records will be faxed to new school once you register there. Office will not provide records for student(s) on their last day of school.
