Mayor Joseph J. Fern Elementary School is located in lower Kalihi. The school serves an older residential community with many extended families, the public housing units of Kuhio Park Terrace, Linapuni Street Low-Rise Housing, and Kahauiki Homes.
Linapuni Elementary School is a feeder school providing about one-third of Fern's third and fourth grade students. Twenty eight percent of the students are English as a second language learners (ESL) and twenty four percent are SPED students. Because eighty three percent of our students receive free and reduced cost lunch, the school qualifies for the Title I Schoolwide Program. The federal funding benefits every child in the school by allowing additional personnel to work in the classrooms.
After school reading tutorial and enrichment classes in Technology and homework assistance are offered. Fern School has the support and assistance from various community agencies like Parents and Children Together (PACT), UH-Manoa, University of Phoenix, Kalihi Kokua Valley, and the 29th Battalion at Fort Shafter. Per Act 221, the Fern Elementary school OHANA has made a successful transition from SCBM to the School Community Council (SCC) model.
