Pearl Harbor Kai Elementary School is located within Pearl Harbor Naval Station's housing area, Hale Moku with approximately 525 students ranging from Pre-School to Sixth Grade. Pearl Harbor Kai opened its doors in 1941 and presently serves a transient military population with 35.3% of the students receiving reduced or free meal benefits in SY 2004-05. Current school records indicate approximately a 30% of the student body quality for reduced or free meal benefits as of November 2005. The SY 04-05 School Status and Improvement Report (SSIR) indicates 10% of the student body receiving Special Education services and 5.8% of the students with limited English proficiency.
Ninety percent of our families live in government quarters of Hale Moku, Hokulani, Catlin Park, Aliamanu Military Reservation, Ford Island and Pearl Harbor Naval Base. Those families not living in the school district may request a Geographical Exception (GE) to attend Pearl Harbor Kai. The number of students attending on a GE has steadily increased due to the housing structure and the "No Child Left Behind" (NCLB) law. The families have access to a full range of services provided by the school and military to meet an array of family needs from professional to recreational services.
Military deployment and relocation of families affect all the schools in the Radford Complex. As a result of this concern, the complex initiated a transition program and coordinator to assist with the transition of new families to the island. This Transition Center located on each school site provides support to the students and families as they transition in and out of the schools.
