Founded in 1966, Waipahu Intermediate School (WIS), occupying approximately thirty-one acres, is located in a rapidly changing suburban community of residences, small businesses and light industry. Established in 1897, the Waipahu community has transformed from a small, rural plantation town identified by its community of immigrants and the sugar mills smoke stack into a community proud of its plantation roots and seeking identity as a revitalized and healthy neighborhood.
WIS is the largest intermediate school in the State of Hawaii, instructing students in grades 7 and 8. WIS offers supplementary programs for gifted and talented students, potentially alienated students, and pupils with special instructional needs. WIS continues to service a large population of students who are English Second Language Learners.
WIS continued to implement America's Choice as a Comprehensive School Reform Program since school year 2001-2002. America's Choice (part of National Council on Education and the Economy (NCEE)) continued as WIS's provider as the school began Year 1 as a Restructuring school, school year 2005-2006.
During school year 2004-2005, due to Act 51, WIS began transitioning from having a School Community Based Management (SCBM) Council to having a School Community Council (SCC), which began June 1, 2005, in order to promote the involvement of all segments of the school's community: administrators, teachers, classified staff, students, parents, and the community.
